In episode 10 titled Troubled Water, Gotham City faces a big threat as Scarecrow’s fear toxin affects more than half the population. Scarecrow reunites with Jason (Red Hood) and manipulates Gotham’s citizens against the Titans through a video that frames Dick and his team for the toxin outbreak. He also places a bounty on Nightwing’s head and places Red Hood as the city’s new protector.
As the Titans were forced into hiding, Scarecrow and Jason house in Wayne Manor. To help the police maintain the faith of the public, Dick and other team members turn themselves in. However, at the station police offcers under the command of Fletcher, who received a bribe from Jason attacks them.
As a fight breaks out, Blackfire gets shot. The team manages to escape but end up dispersed across the city. Meanwhile, Starfire allows her sister to absorb some of her powers so she can recover. Gar reunites with Rachel, who has recently arrived in Gotham. Donna also arrives in the city.
